The right of access to information is an important human right, necessary for the enjoyment of other human rights.

The right to information is essential for transparent and accountable government. The right of access to information makes possible the public involvement in formulating social policies and in the decision-making processes of governance

The right to information can only be effectively exercised and implemented on the basis of laws, regulating this right in accordance with international standards

 


Institution, which has most efficiently organized the provision of public information

Evaluation Criteria for Institutions:

  • Has the institution assigned a FOI official/established a department as stipulated by the APIA?
  • Is there a reading room for documents?
  • Has the institution published information on its own initiative (pursuant to Art.15a of the APIA), including on the web site?
  • Has a guidebook been produced on how citizens to seek information under the APIA and is that guidebook accessible (including on the web site)?
  • Has the institution replied to oral requests to information under the APIA?
  • Is a request form for information available and does it contain the necessary requisites under the APIA?
  • Is the request form available on the web site of the institution?
  • Has a register of the submitted requests under the APIA been established?
  • Is there a possibility to electronically submit an information request?
    Are the taxes collected for the provision of information in compliance with Order 10 of the Minister of Finance?
