2003
The first Right to Know Day Awards Ceremony in Bulgaria was held on September 28, 2003, at 5 p.m., in Mati Hall of the National Palace of Culture.

The awardees in the six categories asre
1. Category: Citizen, who has most actively used the APIA
 
The Award ”Golden Key”:
Kiril Karaivanov
 
Honorary Diplomas are given to:
  • William Popov
  • Strashimir Kozarov 
  • Yordan Lazov

2. Category: Non-governmental organization, which has most actively executed its access to information right  
 
The Award ”Golden Key” is given to the Environmental Association Ekoglasnost – Montana
 
Honorary Diplomas go to:
  • InfoEco Club - Vratsa 
  • Civil Association Public Barometer - Sliven 
  • Association of the General Practitioners – Veliko Tarnovo

3. Category: Best journalist story related to the access to information right  
The Award ”Golden Key” is given for the article "13 000 000 BGN from the Health Insurance Fund Spent Illegall"y by Zina Sokolova, 168 Hours weekly. You can read the article in Bulgarian here.
 
Honorary Diplomas are given for:
  • The series CIA vs the Former Communist Secret Services, published in the period April-July 2002 written by Alexenia Dimitrova from 24 Hours daily
  • The series of publications in the media and for his two books and the documentary The Tramp Files written by Hristo Hristov, a journalist from Dnevnik daily
  • The article in Sega daily - "Sega has bought 30 minutes talk with an official."

4. Category: Media which have most professionally covered the Access to Information topic 
The Award ”Golden Key” goes to the 168 Hours weekly
 
Honorary Diploma:
  • Tundzha newspaper - town of Yambol
  • 24 Hours daily
  • Trud daily
  • Sega daily
  • Radio Shumen - region of Shumen

5.Category: Institution, which does not observe its duties under the APIA and violates citizens’ rights under the APIA  
The anti-award ”Padlock” is given to the State Fund "Agriculture"
 
6. Category: Most absurd and funniest administrative decision related to an access to information request
The anti-award “Tied Key” is given for a response letter from the Directorate "Execution of Sentences" at the Ministry of Justice to a request filed by Todor Yanakiev.
 
7. Category: Institution, which has most efficiently organized the public information release
The Award ”Golden Key” is given to the Municipality of Dobrich 

Honorary Diplomas go to: 
  • Ministry of Economics 
  • Municipality of Sliven 
  • Municipality of Karnobat 
  • Ministry of Environment and Waters

8. Category: The best web site from the point of view of the Access to Public Information Act
The Award ”Golden Key” is given to the Supreme Administrative Court http://www.sac.government.bg
